The development of information technology threats the security of the persons, the companies and the states. It increases the potential vulnerabilities. New technologies mean so new threats. These technologies can lead to hegemonic uses and facilitate illegal, secret or coercive activities led by governments to have access without authorization to strategic economic or technological information. In these conditions, the new war for information is a reality today. In this domain, the United States took a wide advance by using the new information technology for a strategy of economical dominion which is a part of a vast hegemonic project. The examples of زEchelon system or their supremacy on Internet are very revealing. Others states of the world have to become aware of the danger for the economic security, as moreover the national security in general (political, military, cultural, etc.). It is necessary that states develop strategies of economic Intelligence adapted to the context of the new war. It is also necessary that the question of the threats due to information technology finds a solution with cooperation between countries and an intensification of the international Law.
